Mr. Islam is holding the position of Managing Director & CEO since January 2012. Prior to that he was the Deputy Managing Director of the Company from July 2008 to December 2011. Mr. Islam joined IPDC in the year 2006 as Head of Operations. During his tenure at IPDC, he has played pivotal role in reshaping the organization through strategic planning, rebranding, organizational restructuring, automation, process reengineering, control and compliance, service quality etc.

Prior to joining IPDC he worked in American Express Bank (AEB) and Standard Chartered Bank (SCB) for more than 7 (seven) years with an enriching career in different areas of the Banks e.g. General Banking, Reengineering, Service Quality, Risk Management, Project Management, Business Contingency Planning etc. During his tenure at AEB he went through the Six Sigma Black Belt training at Brighton, UK and managed several Six Sigma projects for AEB Bangladesh, Singapore, UK, Hong Kong, India and USA.

He holds a Master’s in Economics from North South University and completed his Bachelor of Business Administration from Institute of Business Administration, University of Dhaka.

Nikolai Podguzov chairs the Management Board of the Eurasian Development Bank (EDB).

He is a member of the Foreign Investors Council under the President of Kazakhstan.

For more than twenty years prior to joining the EDB, Nikolai Podguzov had worked in developing the banking sector, international cooperation chains and investment. From2017 to 2020, he headed Russian Post – Russia’s postal operator and logistics company.

Ben Aris is the founder and editor-in-chief of business new europe (bne), the leading English-language publication covering business, economics, finance and politics of the 30 countries of the former Soviet Union, Central and Southeastern Europe and Eurasia. Ben started his career in Russia in 1993 as a freelancer before eventually becoming the Moscow bureau chief for the Daily Telegraph. He left Russia in 2003 for a sojourn in Berlin as bureau chief for The Guardian before founding bne in 2006 and returning to Russia in 2008. A specialist on emerging Europe, Ben is one of the longest serving foreign correspondents in eastern Europe and has lived and working in many of the countries of the region including longer stints in: Ukraine, Estonia and Uzbekistan.

During his two decades covering the region he has written for a range of titles including The Financial Times, Newsweek and Institutional Investor as well as being a contributing editor at Euromoney and The Banker for over a decade. Ben is also an award-winning professional photographer with a contract with the London based agency Camera Press. Ben was voted "Best Business Journalist in Russia" by the Russian news agency Ria Novosti in both 2012 and 2013.

Mr. Samaila Zubairu

Mr. Samaila Zubairu was appointed as AFC’s 3rd President and Chief Executive Officer in July 2018, ushering in a new era of leadership in accelerating development impact with the development and implementation of a five-year corporate strategy which at its core, addresses the urgent mandate of increasing energy access for Africans, driving sustainable development of natural resources, transport and logistics infrastructure, heavy industries, and improving telecommunications/ technology access. Key pillars of the strategy include: enhancing the capacity of the team and entrenching a high-performance culture; coherent ecosystem strategy for value-accretive beneficiation and import substitution; proactive risk and portfolio management to improve AFC’s credit profile and diversifying its funding sources.

As a result of the implementation of the strategic plan under Mr. Zubairu, AFC’s total assets have grown exponentially from US$4.1 billion when he joined to $10.6 billion (2022), and Total Comprehensive Income has nearly doubled from US$118 million (2018) to US$214 million (2022) despite the economic shocks caused by the COVID-19 pandemic and the Russia-Ukraine conflict.

Prior to his appointment, Mr. Zubairu was the CEO of Africapital Management Limited and Chief Financial Officer for Dangote Cement Plc, as well as the Treasurer for Dangote Group. While at Dangote, Mr. Zubairu was a key leader in funding the transformation of the trading group from to a pan African industrial conglomerate. He also worked at Liberty Merchant Bank Plc (banking subsidiary of the Dangote group), FSB Plc (now Fidelity Bank), Denham Management Company and Muhtari Dangana & Co (Chartered Accountants).

Mr. Zubairu is an Eisenhower Fellow and also sits on the Board of Trustees for the fellowship. He is also a Fellow of the Institute of Chartered Accountants, Nigeria (FCA). He holds a BSc in Accounting from Ahmadu Bello University, Nigeria.

Mr. Anil Kishora

Mr. Anil Kishora was appointed as the New Development Bank’s Vice President and Chief Risk Officer on the 7th July 2020. In this role, reporting to the President, he is currently responsible for the bank’s risk management, strategy, policies, partnerships and ESG functions.

Through his earlier work at the State Bank of India (SBI), Mr. Kishora acquired more than 37 years of experience in diverse areas of retail, corporate and international banking, including overall enterprise, cyber and group risk management, regulatory compliance and reporting, human resource management, corporate lending, operations, overseas acquisitions and strategic planning.

During his long career, Mr. Kishora has held several senior roles, including the Deputy Managing Director & CRO, Chief General Manager of the bank’s Local Head Office in Chandigarh, India and CEO of SBI, Singapore. He has also been a Council Member of Association of Banks in Singapore (ABS), a board member of the International Association of Credit Portfolio Managers (IACPM), New York, and director on the boards of Macquarie SBI Infrastructure Management Pte. Ltd. and Macquarie SBI Infrastructure Trustee Ltd.

Chairman, Association of DFIs in Malaysia (ADFIM)

Izwan Zainuddin is currently the Chief Executive Officer of Perbadanan Usahawan Nasional Berhad, a Malaysian Government entity that was established to enhance the participation and involvement of native Malaysian in entrepreneurship and to develop dynamic, resilient, progressive native Malaysian in the commercial and industrial community.

At the same time, he is currently the Chairman of the Association of Development Finance Institutions Malaysia (ADFIM). ADFIM promotes the strengthening of institutional structure and good practices in the development of finance and banking industries. ADFIM is affiliated with the World Federation of Development Financing Institutions, representing Africa, Asia-Pacific, Europe, Latin America and the Middle East with close working relationships with the World Bank, Asian Development Bank, United Nations agencies and other international organizations.

He graduated with a Bachelor of Science majoring in Finance from Oklahoma State University and a Diploma in Agribusiness from Universiti Pertanian Malaysia.

He was previously the Chief Operating Officer, Debt Venture of MyCreative Ventures Sdn Bhd, a Malaysian Government investment arm to spur Malaysia’s creative industry. Prior to that, he was the Head of Group Corporate Finance, Treasury and Investor Relations of PROTON Holdings Berhad where he was involved in the strategizing, evaluating and executing of all corporate and fundraising exercises for Proton Group of companies inclusive of Lotus Cars Limited.

Before joining the corporate sector, he was attached to several Malaysian investment banks in the Corporate Finance department specializing in merger and acquisition and fundraising. Among the notable transactions are the RM6 billion merger between Diversified Resources Berhad, HICOM Holdings Berhad, Gadek (Malaysia) Berhad, Gadek Capital Berhad and Master-Carriage (Malaysia) Sdn Bhd, the RM1.2 billion merger between Southern Bank Berhad, Ban Hin Lee Bank Berhad and United Merchant Finance Berhad and the creation of MIDF Amanah Investment Bank Berhad through the RM1 billion merger and restructuring between Utama Merchant Bank Berhad, Amanah Short Deposits Berhad, Malaysia Discounts Berhad and MIDF Sisma Securities Sdn Bhd. In addition, he was also involved in several debts and corporate restructuring exercises after the 1997/1998 Asian financial crisis.

Cecilia C. Borromeo is the President and CEO of Land Bank of the Philippines, the biggest Government- Owned and Controlled Corporation (GOCC) and the second largest universal bank in the country today. She is the first veteran banker to ever hold the presidency of two government banks - Development Bank of the Philippines and LANDBANK.

Since 2019, she has led LANDBANK in its expanded role of supporting key industries and movers of the economy; banking the unbanked; delivering assistance to marginalized and vulnerable sectors; working alongside local partners to revitalize communities; and pursuing other initiatives to advance the National Government’s inclusive development agenda.

Mrs. Borromeo brought in a brand of leadership that is marked by a clear vision, high competence and solid integrity.

Shri Shaji K V

(NABARD)

Mr. Shaji K V took over as Chairman, National Bank for Agriculture and Rural Development (NABARD) on 07 December 2022. NABARD is the Government of India owned apex bank for agriculture and rural development and acts as a development bank, regulator of agriculture credit and Supervisor of Rural Financial Institutions in the country. Previously, he served as Deputy Managing Director of NABARD from 21 May 2020 to 06 December 2022.

Prior to joining NABARD, Mr. Shaji was associated with a scheduled commercial bank in India (Canara Bank). His area of expertise includes Retail Banking, SME Banking and Corporate Banking in rural, urban and metro areas. Mr. Shaji has also handled banking coordination and policy matters for over 6 years as in-charge of State Level Bankers’ Committee, Kerala. He was instrumental in the merger of Syndicate Bank a public sector bank in India with Canara Bank. He also handled amalgamation of two Regional Rural Banks (RRBs) to establish Kerala Gramin Bank, the then largest RRB in India.

A post-graduate in agriculture science, Mr. Shaji holds a Post Graduate Degree in Management (PGDM) with specialisations in Public Policy and infrastructure finance from the prestigious Indian Institute of Management (IIM), Ahmedabad, India. He is also a certified associate of the Indian Institute of Banking & Finance (IIBF) and holds a Diploma in Treasury, Investments and Risk Management.

Mr. Shaji currently serves as Chairman of subsidiaries of NABARD viz., M/s NABARD Consultancy Services Limited (NABCONS), M/s NABSanrakshan Trustee Company Private Limited, M/s NABVENTURES Limited and M/s NABFOUNDATION. He is also Chairman of the Governing Council of the Bankers Institute of Rural Development (BIRD) and a member of the Board of Directors of M/s Deposit Insurance and Credit Guarantee Corporation (DICGC), India.

As an industry leader, he was also Director of various organizations such as National Payments Corporation of India (NPCI), Canara HSBC OBC Insurance Company Ltd. and Canara Bank Securities Ltd.

He was born on January 29, 1960.

In 1978, he graduated from Yerevan Technical School No.14 and went to Yerevan Institute of National Economy.

In 1980, he transferred to Leningrad Institute of Economics and Finance named after N. A. Voznesenski, where in 1983 he graduated with an honours degree.

In 1987, he completed his postgraduate studies and defended his thesis on the topic "Planning Regional Socio-Economic Development with Armenia as a Case Study".

He has earned a Ph.D In Economics.

From 1987 to 1990, he worked as senior researcher, head of the international economic relations group in the Scientific Research Institute of Economy and Planning.

From 1990 to 1995, he served as Deputy of the Supreme Council of the Republic of Armenia, Chairman of the Standing Committee on Financial, Credit and Budgetary Affairs of the Supreme Council of the Republic of Armenia, and Member of the Presidium of the Supreme Council.

From 1995 to 1998, he was the President of the Association of Banks of Armenia.

From 1998 to 2008, he held the position of the Chairman of the Central Bank of the Republic of Armenia.

From 2008 to 2014, he was the Prime Minister of the Republic of Armenia.

From 2014 to 2016, he served as Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the United States.

From 2016 to 2020 - Chairman of the Board of the Eurasian Economic Commission.

From February 2020 to March 2020 - Advisor to the Chairman of the Board of the Eurasian Development Bank.

On March 23, he was appointed to the position of Deputy Chairman of the EDB.

Appointed Deputy Director for Mobilization, Partnerships and Communication of AFD, Adama Mariko joined Finance in Common as Secretary General of the global movement, in mid-2021. Previously, Adama, as member of AFD’s Management Board was in charge of Financial Strategy, Performance and capital planning. After a first experience in investment banking, Adama joined AFD Group in 2009 to serve the general interest and international cooperation. He has worked on field operations in West Africa, and in the Indian Ocean where he served as deputy director in AFD branch in La Réunion. He also served at the Paris headquarter in both the Finance and Risk departments. Adama graduated in Finance from Paris-Dauphine and holds a Master in Public Administration from Ecole Nationale d'Administration (ENA).

Mr. Robert C. Bastillo

Mr. Robert Bastillo assumed the post of President and Chief Executive Officer of the Small Business Corporation or SB Corp (formerly the Small Business Guarantee and Finance Corporation), an attached agency of the Department of Trade and Industry (DTI), in September 2022. Previous to that, he served as Vice President for the Innovation and Advocacy Group for the Corporation from September 2021 up to his appointment as President/CEO.

Prior to joining the SB Corp, Mr. Bastillo was one of the country’s established management experts, with more than 25 years of experience in management consultancy work in the business, government, non-government, grassroots and international development sectors in the Philippines and other countries.

As a consultant, Mr. Bastillo provided services in multiple competencies in a wide range of thematic areas. He assisted more than 170 local and international organizations, programs and companies in the past 25 years, mostly as leader of a consulting team or as the chief consultant.

Mr. Bastillo was an Associate Professor at the Asian Institute of Management from 1993 to 2000, where he was the Director of the Master in Development Management Program in 1995-1996. He obtained his Master in Business Management (MBA) degree from the same institute in 1988. He also spent more than 15 years as an entrepreneur/business executive. His last post as executive prior to joining SB Corp was as CEO and Chief Finance Officer of Negosyong Pinoy (Venture South) Finance Corp., a foreign owned financing company specialized in the ‘missing middle” - graduating microenterprises, small, growing businesses, and medium sized companies.

Mr. Bastillo graduated from the University of the Philippines at Los Banosin with a BS in Agricultural Economics, Cum Laude.

Roni holds a Bachelor of Science in Economics with concentrations in Actuarial Science and Corporate Finance from the Wharton School, University of Pennsylvania.

Mr. Pradana Murti is Director of Risk Management at PT Sarana Multi Infrastruktur (Persero). Prior to this appointment, he held various responsibilities in the organization like Head of Sustainable Finance , Head of Project Development, Head of Project Showcase Task Force, and Investment and Financing Manager.

He was a Consultant at Steer Davies Gleave, UK, with brief secondment period as Interim Commercial Analysis Manager at Great North Eastern Railway/National Express East Coast, UK. Mr. Murti holds a Master of Science (MSc) degree in Transport Planning from the University of Leeds, UK, and a Bachelor’s Degree in Civil Engineering from the Institute Technology of Bandung, Indonesia

Mr. Alexander Hilario G. Aguilar is the Deputy Chief Executive Officer of the Member Services Cluster of Pag-IBIG Fund in the Philippines

He leads the agency’s more than two hundred (200) service branches in delivering excellent service to the agency’s more than 15 million members. He is responsible in ensuring the membership of all Filipino workers with Pag-IBIG Fund, to effectively pursue its twin mandate of providing Filipino workers with secure savings and affordable home financing.

Prior to his career with Pag-IBIG Fund, Mr. Aguilar was a labor sector leader for almost two (2) decades and has held significant positions in labor sector organizations both in the Philippines and abroad. He has also occupied critical positions in the Philippine government.

With the well-being of workers always in mind, Mr. Aguilar’s focus is to ensure that Pag-IBIG Fund remains committed in its mandates to uplift each Filipino worker’s life through savings and housing.

He has been with the Pag-IBIG Fund for over 23 years having served first as a member of its Board of Trustees for nine years and then, as its Senior Vice President for Member Services for six years, prior to his current designation.

He is a Career Executive Service Eligible (CESO) and holds a Master’s Degree in Public Management from the Ateneo de Manila University School of Government, Philippines. He obtained his Bachelor’s Degree in Political Science from the University of the East, Philippines. He also serves as an Auxiliary Commodore in the Philippine Coast Guard Auxiliary Executive Squadron.

Saiyad has been with the Fiji Development Bank for more than 27 years. He has vast experience in devising budgets for the overall FDB strategic plan that incorporates profitability, growth, sustainability, and operating performance targets.

H.E. Dr. Thach Kao, currently held the portfolio of the Royal Government Delegate in charge as the C.E.O. of the Agricultural and Rural Development Bank (ARDB), was nominated to be the C.E.O. of the Rural Development Bank (RDB) on July 4th, 2014 then later transformed to be ARDB and to be member of the RDB’s Board on August 7th, 2014. Currently, he is a member of Supreme National Economic Council (SNEC) with the rank to Secretary of State and labor arbitrator of the Arbitration Council since 2003. He sworn in as Lawyer on October 8th, 2012 and adhered to member of Bar Association of Cambodia on October 10th, 2016. Before holding ARDB’s portfolio, he was Deputy Director General of the Securities and Exchange Commission of Cambodia with the rank and privilege to Undersecretary of State and the Head of Financial Market Division, Financial Industry Department, Ministry of Economy and Finance. Working in law field, he used to be a legal officer in the Ministry of Justice and also in court. He was one of the key persons working toward the establishment of Securities and Exchange Commission and Cambodia Securities Exchange. Since joining the Ministry of Economy and Finance in 2003, he has undertaken numerous assignments relating to financial sector development in Cambodia. These assignments include member of working groups responsible for drafting Law on Government Securities and Law on Issuance and Trading of Non-government Securities, and member of working group responsible for developing Financial Development Strategy 2006-2915 and 2011-2020. Besides, as a representative of the Ministry of Economy and Finance he has been involved in various ASEAN working groups in relation to capital market development such ABMI, ACMF, and Financial Services Liberalization.

He holds Bachelor of Law (LLB-Faculty of Law and Economics) in 1998 and Master of Laws from Bond University (Australia) in 2002, with an emphasis of International Trade Law System, WTO Legal Framework, Alternative Dispute Resolution, and Dispute System Design and on May 11th, 2019 he graduated Doctor of Business Administration (DBA) from EU Business School. His thesis is on “The Rural Development Bank’s Transformation: The Case of Cambodia”. On December 30th, 2021 he graduated Doctor of Philosophy in Public Policy from the University of Cambodia. His dissertation on “The role of Securities regulators in Efficient Supervision and Regulations of the Securities Market in Cambodia”.

Concerning the publications, in August 2022, his research paper: “Does the Role of Securities Regulators Matter for The Development of Securities Market in Cambodia? An Exploratory Study” was published by Centre for ASEAN Studies (CAS)–Centre for International Management and Development Antwerp (CIMDA), in Belgium and in 2002, his book on “Dispute Settlement System of the World Trade Organization and Theories and Principle of Dispute System Design” was published by UTPP Press in Cambodia.

His diplomatic career, which started in 1985, encompasses postings to the Russian embassy in Prague, permanent missions to the European Union (EU) in Brussels, to UNESCO in Paris, and to FAO in Rome, as well as service at the Department of International Organizations of Ministry of Foreign Affairs (MFA) and the Minister’s Cabinet. Mohd Zamree Mohd Ishak is the President and Chief Executive Officer of Credit Guarantee Corporation Malaysia Berhad (CGCMB), a financial institution that provides credit guarantees to assist small and medium-sized enterprises (SMEs) in Malaysia. A highly accomplished executive with more than 32 years of experience in banking operations, corporate banking, consumer banking, and Islamic finance, Mr, Ishak received his Bachelor of Science in Business Administration from Saint Louis University in the USA and his Master in Business Administration in Finance from the University of Hull in the UK. He has also completed several executive programs, including the Asian International Executive Programme at INSEAD, the Global Leadership Development Programme at ICLIF, and the Advanced Management Programme (AMP 191) at Harvard Business School in the USA. He is also a Chartered Professional in Islamic Finance.

Before joining CGCMB, Mr. Ishak held several high-level positions at Malayan Banking Berhad (Maybank), including Executive Assistant to the President/Chief Executive Officer, Vice President of Consumer Banking, and Executive Vice President of Corporate Banking. He also served as the Chief Operations Officer of INCEIF – The Global University of Islamic Finance. Mr. Sergey Storchak is a Senior Banker at the Russian State Development Corporation VEB.RF in charge of engagement with international organizations, as well as global, regional and national development banks. Prior to joining VEB, he had a 15-year career as Deputy Minister of Finance, responsible for developing state policy in the area of public debt, management of state financial assets, cooperation with the International Monetary Fund, Multilateral Development Banks, G20 and other international forums.

Previously he held positions as Deputy Chairman of VEB.RF; Director of Division of the Foreign Credit and External Debt Department at the Ministry of Finance; Second Secretary of the USSR Permanent Mission to the UN Office and other International Organizations in Geneva at the Ministry of Foreign Affairs.

Mr. Storchak graduated from the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the USSR, specializing in international economic relations. He holds a Ph.D. in Economics (“Candidate in Economics”).

A clinical psychologist by profession, Director Arcenas expertise is in resiliency strengthening and competence-building. She obtained a Bachelor of Arts degree in Psychology from St. Scholastica’s College Manila graduating Cum Laude and holds a Master of Arts degree in Clinical Counseling Psychology from the Ateneo de Manila University.

She was a recipient of the Rotary Ambassadorial Scholarship at Stanford University where she received a Master of Arts degree in International Development Education. She received her accreditation certificates in Partnerships Brokering for Sustainable Development from Deakins University in Australia and in Conflict Resolution-Peace Building from Chulalongkorn University in Thailand.

Her extensive career experience includes human resource management and psycho-diagnostics, team building, crisis communication and risk management, and resource governance, among others.

Currently, Director Arcenas serves as Senior Advisor on Environmental Social Governance (ESG) to local and international corporations in the power, mining, forestry, and infrastructure sectors. She is founding Chairperson of the Women Institute for Social Entrepreneurship Inc. that provides women in peace-building roles with opportunities for sustainable livelihood.
